I can see where this suggestion could lead with the problem of having to define commands for many different applications... The problem is how to do it with some economy.
Two ideas (not for F3 but rather F4) come to mind:
1. Offering a macro of the form ‹launch› Appname to launch the named application
2. a macro of the form ‹launch› n to launch the nth application of the Application Bar.
For the short term, an immediate suggestion is to have Prefs in the Application Bar.
