We are increasing the price to $35 and the upgrade price from 3.0 to $20.

However, these increases will only be applied when we come up with the final version 4: hopefully, in two weeks.

To summarize: if you already have 3.5, just reuse your existing code - there is no upgrade charge from 3.5 to 4. If you have 3.0, rush to the upgrade store :-)
